On April 24, 2026, the Elizabeth City/Pasquotank County Human Relations Commission hosted the Witherspoon-Harris Award Banquet to honor local leaders and volunteers whose dedication makes their community stronger, healthier, and more inclusive.
The core mission of the Elizabeth City/Pasquotank County Human Relations Commission is to promote understanding, respect, and harmony among all people. By working to cultivate an atmosphere free of discrimination and conflict, the Commission seeks to build bridges and celebrate those who go above and beyond in service to others.
This year’s Humanitarian Awards highlighted exceptional individuals in Community Service and Volunteerism whose tireless work with the Expanded Food and Nutrition Education Program (EFNEP) and local health initiatives has transformed lives across Pasquotank County.
2026 Award Honorees
For 40 years, Willie Mae Overton has been a cornerstone of support for the EFNEP program. Her dedication to serving others spans a lifetime, marked by unwavering generosity and leadership. In 2025 alone, Mrs. Overton contributed more than 100 volunteer hours, exemplifying what it means to give back selflessly to one’s neighbors.
Outstanding Community Service Award: Tonya Tatem
Tonya Tatem serves as the HealthNet Albemarle Community Health Lead and an NC MDPP Life Coach with the Prevent Type 2 Diabetes Program. In recognition of her impactful work, Mrs. Tatem received the Outstanding Community Service Award. Over the past decade, she has partnered with EFNEP to promote healthy eating habits and disease prevention. Her collaborative efforts empower community members to take proactive control of their health before chronic conditions arise.
Outstanding Community Service Award: Della Hicks
Della Hicks, Adult EFNEP Educator in Pasquotank County, received the Outstanding Community Service Award in recognition of her exceptional contributions and engaging commitment to public education. Over her impressive 28-year career with EFNEP, Della has consistently set high standards, delivering impactful learning experiences that empower families across the region to practice healthy lifestyle behaviors.
